[FEATURE] Allow network admins to disable their own network from indexing

Sometimes networks need to do maintenance or have network issues and we need to allow network admins the ability to disable/enable their own networks.

There are a few tasks required to complete this:

• Add option for network admins to disable/enable their network
• Site admins that disable networks will be ineligible for network admins to re-enable.
• Notifications should be sent to all network admins that a network was disabled.
• Alert should be sent to debug channel that network was disabled.
